联展公告｜“走向新校园”第3季“书院营造六联展”｜龙岗高品质校园行动

一、项目概述 Competition Background

In August 2021, “Towards a New Campus” ushers in its third action.

回溯“走向新校园”第1季，“福田新校园行动计划”对高密度校园类型首次破题——从红岭实验小学实践，到“8+1建筑联展”，经历了从个案到范式、从先锋理念到常态化落地实践的过程。由此展开了一系列空间设计和管理的精准创新实验，其中，全国首创的“校舍腾挪”，破解了城市学校改扩建难题。第2季“新校园新社区五联展”，在实现了首季设定的速度和效率目标之余，反思了“高密度校园”的普适性及潜在问题，聚焦于高密度校园建设语境下，如何重塑社校边界，实现校园与社区的积极互动和共享实验。

Looking back to the first action, “Towards a New Campus” initially interpreted the theme. From the design practice of Hongling Experimental Primary School to the “8+1” Architectural Collective Exhibition, the action has gone through a process from individual case to paradigm, from pioneering concept to normalized practice. Subsequently, a series of precise and innovative experiments on space design and management was launched. A new Makeshift Campus mode was built as the national precedent provided a solution for urban school renovation and expansion puzzles. The second action, "New Campus and New Community the 5 Project Collective Exhibition", achieved the same goal and proceeded efficiently as in the “First Action”; furthermore, it reflected on the universality and potential problems of "high-density campus". It focuses more on how to reshape the boundary between a school and a neighbouring community under the context of high-density school construction, realizing the active interaction and sharing between the two.

过去四年，“走向新校园”成为国内校园空间设计和管理创新的先驱，让怀揣着空间创新和教育改革理想的人们共赴使命，迸发出空前的创作激情和专业探索精神，完成了“深圳城市建设史上的一个奇迹”，为解决困扰深圳这一高密度城市的“学位之痛”，奉献出具有前瞻性、探索性的思考及建设成果。随着红岭实验小学、新洲小学、石厦小学、新沙小学等相继启用，新校园行动的成果集群成为了新校园建筑的展示窗口，一改以往效率至上建设中童趣的缺乏，为校园空间的设计范式注入全新的活力，在建筑学类型上做出了诸多有意义的探索，为“设计之都”深圳的建筑发展带来了蓬勃气象。

In the past four years, "Towards a New Campus" has become a pioneer in domestic school space design and management innovation. It has guided people committed to space innovation and educational reform to carry out their missions and complete "a miracle in the history of Shenzhen's urban construction." Meanwhile, “the action” had contributed solutions to solve the “School Place” problem in a high-density city Shenzhen. With successive openings of Hongling Experimental Primary School, Xinzhou Primary School, Shixia Primary School, and Xinsha Primary School, these projects collectively had become a new series of innovative school design exhibitions in the city. The action has injected new vitality and imagination into the previous school paradigm where efficiency was paramount but lack of delight space. Meanwhile, it has made lots of meaningful explorations in the types of architecture, which has created a vibrant atmosphere to the architectural development of Shenzhen as the "City of Design".

二、联展概述 Competition Overview

In August 2021, the third action of "Towards a New Campus" came from Futian to Longgang. The action looks forward to a new connection with the regional context of Longgang, creating new school types to Shenzhen's architecture and public resources. Meanwhile, discussions about systematic and innovative public space management strategies are expected throughout the action.

The new school refers to new design concepts, new design methods, new design paradigms, new education models and new lifestyles... It needs to be constantly broke through, updated, and iterated. And design should be wary of becoming framed into patterns or only for aesthetic interest. Therefore, we strongly urge all architects to pay attention to the essence of our design problems, break free from the confinement of "slogan-ish" professional discourse and existing design paradigms, maintain critical thinking and creativity, and go beyond the "winning" utilitarianism and narrow professional vision. Architects are encouraged to push beyond their limits and outdo themselves.

2.1 联展目标与原则 Mission and Purpose 

“Longgang Hakka Schoool Rebirth: The 6 Project Collective Exhibition” is organized by Bureau Public Works of Longgang District, partnering with government divisions including Longgang Office of Shenzhen Municipal Bureau of Planning and Natural Resources, Bureau of Communications of Longgang District, Urban Management Bureau of Longgang District, Cultural and Sports Bureau of Longgang District, and Education Bureau of Longgang District. Construction agents also join the project. The action will mainly work on designing and building six schools in Longgang District. The six schools are NanMendun School in Buji Street, Xiaxue Village Primary School in Bantian Street, Chuangxing School in Longgang Street, Wulian Shangyi Primary School in Longgang Street, Nanyue No. 2 Primary School in Baolong Street and Longgang Junior High School of Shenzhen Middle School.

本次“书院营造六联展”的目标与原则：

1、致力于以环境激发学习和交流，将场所发展为师长、伙伴外的第三教师；

2、延续社区记忆，展拓地方历史，创造具有书院文化特色的校社共享空间；

3、强化空间使用的灵活性和多样性；

4、塑造安全，卫生，健康，舒适的校园环境和可持续发展的绿色生境。

5、倡导低碳（更低温室气体排放）的材料选用与建造方式。

6、鼓励校园空间类型、建构语言的新探索。

The mission and purpose of the 6 Project Collective Exhibition are as follows:

1.Be committed to creating a dynamic environment for learning and dialogue. The school would be architecturally constructed in a manner that underscores educational values beyond space functionality, being an excellent complement to teachers and companions.

2. Continue the legacy of community, build strong connections to local history and create a sharing space featured by Hakka-culture between school and neighbouring community.

3. Emphasize spatial flexibility and diversity.

4. Create a safe, hygienic, healthy, and comfortable campus environment and a sustainable green habitat.

5. Advocate for low-carbon (with fewer greenhouse gases) material and construction methods.

6. Encourage explorations in new types of school space and architectural language.

此次“六联展”接续新校园行动的核心精神，并对组织方式迭代更新。

The 6 Project Collective Exhibition will sustain the core spirit of the New School Initiative and be iteratively updated.

2.2 设计内容 Design contents 

Chief Architect-led System: The chief architect will not only carry out work as required by the last two actions of the New School Initiative to complete the schematic design work (the design scheme shall meet the requirements of applying for construction, where the architectural design has been developed to the design development phase) but also be responsible for interior design and landscape design of key public space as well as other coordination work(the chief architect should control the final practice of the design scheme).

 “书院营造六联展”在此基础上将进一步赋予主创建筑师在建筑实施过程中的一系列决策权，包括：

a.对施工图设计公司进行提资交底、过程跟进和审核施工图，以建筑顾问身份联合图签签字确认；

b.负责所有涉及外观及室内效果的关键节点大样，并向所有涉及外观及室内效果的专项分包单位的深化设计进行提资，配合及跟进；

c.负责确定材料和样板选样，确定图案或色彩选择；

d.对其它涉及效果的二次专项（如幕墙、灯光、标识等）提出设计要求并审核方案；

e.负责校审所有涉及外观及室内效果的甲方或专项分包单位的深化设计成果是否满足本项目的设计效果要求；

f.解决施工中的设计问题，进行施工设计交底，提出需要施工现场进行1:1实样打样的要求并进行最终确认。

The chief architect of the winning team would be empowered in design-related decisions during the construction process, which includes:

a. Advise construction team in regards to budget-making, and follow up on the process. As an architectural consultant, the chief architect will review construction drawings and then confirm the final ones with signature.

b. Control the school's construction achievement, including being responsible for all the appearance and interior design work. The chief architect should also advise budget-making, cooperation, and follow up in the particular design development phase.

c. Decide material sample, pattern or colour

d. Put forward design requirements for and review other secondary special design schemes (such as curtain walls, lighting, signs, etc.) that could impact the final design practice.

e. Evaluate whether the design development work about building appearance and interior design carried out by all Party A or special subcontractors is in line with this project's design achievement and signing for confirmation.

f. Tackle architectural design related problems during construction, carry out construction design disclosure, put forward requirements on 1:1 proofing of actual samples at the construction site and make final confirmation.

主创建筑师必须对建筑、室内、景观等所有影响设计总体效果的深化设计成果进行把控，并签字确认；在所有总包及分包设计合同里均应明确上述主创建筑师的签字确认权。以上均确保主创建筑师对公共项目设计的最终效果负责，保障其高品质落地实施。

The chief architect must control all the design achievements that affect the overall design effect, including architecture, interior design, and landscape, and sign for confirmation; both general contract and subcontract should specify the signature mentioned above and final confirmation right of the chief architect.All of the above is to ensure that the chief architect will control the final design achievement of a public project and guarantee its high-quality implementation。

2.3 评审委员会的产生 Jury panel 

The Organizer will set up an academic committee team consisting of 10 experts with prestige and credibility in architecture . Among them, 5 to 7 experts from the academic committee will be selected into the jury panel for the pre-qualification phase, the conceptual design phase and the schematic design phase (Details will be decided as circumstances require).

学术委员会将负责主持优秀建筑师和设计提案的遴选过程，指导公众参与和实施监督，并保障“书院营造六联展”相关活动的整体学术标准和品牌建设。

The academic committee will lead the whole process of selecting out distinguished architects and design proposals. It will also guide public engagement and supervise the selection to ensure the overall academic requirements and brand building of “The 6 Project Collective Exhibition”.

三、报名方式及要求 Competition Rules

报名条件 Eligibility：

a.本次联展采用“策展委员会提名+项目代建单位推荐+自行报名”的方式，境内外具有相关设计经验的设计单位均可报名参加。中国境内设计单位必须具有在有效经营内的合法性证明文件，且必须为独立企业法人或其他组织或取得合法授权的分支机构。境外设计单位必须为所在地合法注册的设计单位。法定代表人为同一个人的两个及两个以上法人、母公司、全资子公司及其控股公司，不得分开报名参赛。不接受个人及个人组合的报名。

a. Applicants will be generated through the following three methods:  nomination by the co-curator committee, recommendation by construction agents, and open registration. The competition is open to any design team with relevant project experience from any country in the world. The design firm established within China territory must own legal documents within the validity period and be an independent legal entity or legal representative of other domestic organizations. The foreign applicant must be a legally registered firm in the country or region that the firm is located. Two or more applicants with the same legal representative or direct holding relations shall not register for the competition simultaneously. Please note that applications by individuals or groups of individuals will not be accepted.

b.鼓励优秀设计单位报名，报名阶段不设资质限制。若设计单位以联合体的形式报名，联合体成员单位不得超过三家，且联合体各方不得再单独以自己的名义或与另外的设计单位组成联合体参加此次联展。

b. No requirements on applicant’s design qualifications.  We also welcome applications by design consortium. No more than three members of a design consortium may be required. Under no circumstances will any member of a registered consortium sign up simultaneously in its name or the form of another consortium.

c.参与本次联展活动的设计人员应为该设计单位的在册人员，首席设计师须由主持过多个同类型项目的人员担任，且必须直接参与联展全过程。如设计单位为境外单位，为了保证项目设计人员对中国地区背景和相关要求的准确理解，项目设计人员中应至少有一名精通汉语的人士。

c. Architects involved in this competition shall be officially enrolled in the agency. The chief architect shall be experienced in having directed quite a few architectural projects of the same type and will be committed to the competition from inception through to completion. Internationally based applicants may be required to assign at least one proficient Chinese speaker to the design team to understand China's regional backgrounds and regulations better.

d.通过“策展委员会提名+项目代建单位推荐+自行报名”中任一方式报名的设计单位，均需根据联展文件要求提供资格预审材料。所有报名文件在评审过程中平等对待，一视同仁。

d. An applicant who registers through any one of the three methods, including nomination by the co-curator committee, recommendation by construction agents, and open registration, shall provide the Registration Documents as required by the Competition Conditions. All registration documents will be treated equally and impartially during the evaluation.

e.负责本项目的主要设计工作的主创设计师需参加重要节点的汇报会议等工作；在联展过程中若主创设计师与资格预审材料所提交的团队人员不符，主办单位有权取消其入围和联展资格。

e. The chief architect directing the project shall attend the milestone presentation meetings. Should the chief architect present during the competition be inconsistent with the one specified in the Registration Document, the Organizer has the right to disqualify the team from the shortlist and competition.

f.报名阶段须提供城市设计研究的提案，该提案以一张A1展版（横向排版）文件的形式提交。重点研究内容仅限于：对华南地区尤其是龙岗气候、地理、文化、景观的理解，对客家书院建筑文化传承的当代诠释；城市设计策略及其对街区发展的带动，以及建筑类型、建构语言的新探索；适应场地的校园体验，顺应教学模式更新与发展的空间组织，在设计任务书基础上的空间多样性和灵活度；资源共享及社区参与的建议。校园安全、卫生、健康、舒适等维度的考虑；可持续性的建造过程，建筑全生命周期低碳化运营维护策略。（聚焦复杂问题的解决策略，杜绝商业化的“效果”包装，回归建筑学的本体。）

f. A proposal (one A1-size board) for urban design study is required for registration.  Key research aspects are limited to the following: considerations to regional climate, geography, culture, and landscape of South China; interpretation of the legacy of Hakka architectural culture; urban design strategies and its maximum impact on the development of surrounding neighbourhoods; new explorations of building types and architectural presentations; creating a spatial experience that adapts to the site conditions and arranging the space in a flexible and diverse method to meet the changing space requirements as the school has developed; approach to sharing urban resources and community engagement; focus on aspect including school safety, hygiene, health and comfort; creating a sustainable construction process that covers low-carbon operation and maintenance strategy for the whole life cycle of the building. Instead of emphasizing commercialized building effects, please focus on an approach to complex site conditions and return to the ontology of architecture.

四、联展规则 Competition Rules

The competition is being undertaken as a three-stage process. The first phase is for pre-qualification (nomination, recommendation and open registration), the second phase is for architectural concept design, and the third phase is for design expansion.

4.1 第一阶段—报名预审阶段 Phase I: Registration and pre-qualification 

设计单位按照联展文件要求提交报名文件及城市设计研究提案，评审委员会根据报名单位提交的资料进行资格预审，每所学校确定3家（创星学校为5家）入围设计单位和2家有排序的备选设计单位。如有入围设计单位退出，则备选设计单位依序替补。

Applicants should submit the Registration Document and Urban Design Research Proposal in compliance with the requirements on the Competition Conditions. The jury will evaluate each entry at the Pre-qualification phase and select three teams for each school to advance to Phase II(5 teams will be selected as shortlists for Chuangxing School). And two alternatives for each school will be chosen (in order) simultaneously, for being the substitutes if any of the shortlisted teams withdraw from the competition.

4.2 第二阶段—简案设计阶段 Phase II: Conceptual Design 

Shortlisted applicants will be asked to submit a concept design proposal to respond to the site conditions, the Design Brief, community engagement, and requirements on space nodes.Meanwhile, the committee would like to dialogue with competitors and then select the winner and finalists based on complete discussion and careful research. Comments on design development will be provided to the winner.

4.3 第三个阶段—深化方案论证阶段 Phase III: Design Expansion 

第一名（即为入选设计单位，下同）结合学术委员会的意见深化设计方案，与社区营造团队、视觉艺术家展开深入合作。深化后的总体设计方案将由学术委员会联合有关部门及使用方再次进行“复核”，避免常态的设计走形现象；如确认方案，则设计竞选阶段结束；如遇特殊情况，入选设计单位方案无法达到本次活动要求，由学术委员会另行决策。为高品质公共建筑的遴选与实现提供持续性保障。

The winner will be asked to expand the winning proposal based on the advice of the academic committee and carry out in-depth cooperation with a community team and visual artists. To avoid unintended design achievement, a developed design proposal will be re-evaluated by the academic committee, together with relevant govermental departments and users. If the optimized one passed the assessment, Phase III work ends; in case of exceptional circumstances in which the optimized proposal fails to pass through the evaluation, the academic committee will make an additional decision.

六、奖金及设计费 Honorariums and Prizes

评审委员会分别对每所学校的入围设计单位提交的方案进行排序，入围设计单位根据名次获得对应的奖金，每所学校的奖金如下：  

评委会选定的第一名(一等奖)的方案经主办单位确认符合实施要求的被选为实施方案，并聘请第一名设计单位作为项目的总体设计顾问，且赋予其在建筑实施过程中涉及外观及室内效果的一系列决策权（具体内容详见本文件2.2条）。设计合同费约为总设计费的45%，且方案设计费总额需减去第一名的60万元人民币奖金（含税）。其中设计总承包单位的总设计费（基本设计收费）根据国家发展计划委员会、建设部制定的《工程勘察设计收费标准》（计价格[2002]10号）上浮20%计算。计取专业调整系数、工程复杂程度调整系数及附加调整系数。

The winning proposal for each school selected by the jury will be implemented as the final design scheme. The chief architect of the winner will be appointed as the overall design consultant of the project and be empowered in design-related decisions during the whole construction process (Please refer to term 2.2 for details). An architectural design fee is about 45% of the total design fee (basic design fee), including the 1st Prize of 600 000 RMB. The total design fee (basic design fee) of the general design contractor is calculated based on the "Charging Rates on Construction Surveying and Design Projects" formulated by the National Development Planning Commission and the Ministry of Construction, with a 20% increase on this basis.  Difficulty, professional adjustment and additional adjustment will be considered as well when calculating the design fee.
